The US Air Force reports that the B 61 -12 nuclear bombs are currently being developed in the United States. From 2020, these bombs will replace the B 61 bombs that the US has already stationed in Italy and other European countries.

The Federation of American Scientists (FAS) reports that the B 61-12 is not only a mere update of the B 61 but is a nuclear weapon sui generis:

  • ·         it has a nuclear warhead with four power options that you can select from, with an average power equal to four Hiroshima bombs;  
  • ·         a guiding system that allows it to be launched far from the target;  and
  • ·         the capability to penetrate the ground to destroy the command center bunkers in a surprise nuclear attack.

 
The U.S.A. is getting ready to install in Italy the B 61-12 bombs, weapons which lower the nuclear threshold, that is, they increase the likelihood that a nuclear attack will be launched from our country which thus exposes it to a nuclear reprisal.

The FAS believes that today, the U.S.A. has 70 B 61 nuclear bombs in Italy (50 in Aviano and 20 in Ghedi-Torre), 50 in Turkey and 20 in each of the following countries: Germany, Belgium and Holland. This brings the total to 180 B 61 bombs. Yet no one has a precise idea of how many B 61 
bombs there are – so, according to the plan, they will be replaced by the B 61-12. 

The 
FAS has published satellite photos showing that, in anticipation to the installation of the B 61-12, changes have already been made at the bases in Aviano and Ghedi-Torre.

Italy, which is part of the NATO Group for Nuclear Planning, is not only making available its territory for the installation of nuclear weapons, but – as the 
FAS highlights –  its pilots  are also trained for a nuclear attack with Italian bomber fighters under US command.
 
By doing so, Italy is violating the Treaty on the Non Proliferation of Nuclear Weapons,  signed in 1969 and ratified in 1975, in which  Art. 2  states:

“Each state that is militarily non-nuclear and that is party to this treaty, undertakes neither receive from anyone nuclear arms or other nuclear explosive devices, nor to have control over such arms and explosive devices, directly or indirectly”.


At the same time, Italy refuses to adhere to the Treaty on the Prohibition of Nuclear Weapons. Even though a majority of 122 States has voted in favour of this treaty in the United Nations, NATO is boycotting it and placing every conceivable obstacle in its way.  Italy, together with another 28 states, belongs to NATO.

We demand that Italy stops violating the Non-Proliferation Treaty, and according to its obligations under this treaty, requests the United States to immediately remove every single  nuclear weapon from Italian territory and 
to withhold from stationing the new B 61-12 bombs and other nuclear arms here.

At the same time, we are urging Italy to become a party to the Treaty on the Prohibition on Nuclear Weapons that a substantial majority at the United Nations voted in favour of. This treaty imposes an obligation on states party to it, neither to manufacture nor possess nuclear weapons and not to use or threaten to use them nor to transfer them nor to receive them directly or indirectly. This obligation strives to completely destroy them.

Freeing our national territory from nuclear weapons, that are not for our safety but which expose us to increasing risks, is a concrete measure that will enable us to prevent nuclear escalation and to achieve the complete elimination of nuclear weapons that threaten the survival of humanity.

DRAFT MOTION PROPOSED TO PARLIAMENTARIANS 
AND REPRESENTATIVES OF LOCAL AUTHORITIES 
 
CONSIDERING that – according to data provided by the Federation of American Scientists  (FAS)– the U.S.A. holds today 70 B 61 nuclear bombs in Italy (50 at Aviano and 20 at Ghedi-Torre), 50 in Turkey, 20 in each one of the following countries: Germany, Belgium and Holland, bringing the total to 180.

CONSIDERING that – as the U.S. Air Force itself reports  – B 61-12 nuclear bombs are being developed in the United States, destined, from 2020, to replace the current B 61 bombs installed by the U.S.A. in Europe. 

CONSIDERING that – as the FAS documents – the B 61-12 is not only an updated version of the B61, but a new weapon sui generis, with a guiding system that enables it to be launched a long distance from the target, with a nuclear warhead with four power options that you can choose from, with the capacity to penetrate the ground to destroy the bunkers of the center of command in a surprise nuclear attack.
 
CONSIDERING that the satellite photos, published by the FAS, show the changes that have already been made in the bases at Aviano and Ghedi-Torre to install the B 61-12. 
 
CONSIDERING that Italy makes available not only its territory for nuclear weapons but also pilots that –the FAS highlights – are trained to use nuclear weapons with Italian airplanes.
 
CONSIDERING that Italy is thus violating the Non Proliferation Treaty which it signed in 1969 and ratified in 1975, which provides at Art. 2: “each state that is militarily non-nuclear, that is Party to this treaty, undertakes not to receive from anyone nuclear weapons or other nuclear explosive devices, nor to have control over such weapons and explosive devices, be it directly or indirectly”.

CONSIDERING that Italy is refusing, at the same time, to become a party to the Treaty on the Prohibition of Nuclear Weapons, voted at the United Nations by a majority of 122 States.   

WE, THE PROPONENTS REQUEST THE GOVERNMENT TO: 


 - To respect the Treaty on the Non-Proliferation of Nuclear Weapons, and in following through with its provisions, ensure that United States immediately remove every nuclear weapon from Italian territory and withholds from installing the new B61-12 bombs and other nuclear weapons here.

 - At the same time, to become a party to the Treaty on the Prohibition of Nuclear Weapons, voted at the United Nations by a substantial majority. This treaty binds those party to it, neither manufacture nor possess nuclear weapons, nor to use them nor to threaten to use them, nor to  transfer them nor to receive them directly or indirectly, with the objective of totally eliminating them.
